2 COP Beer/Wine Only and full liquor food service SFS (formerly SRX) licenses have no resale value and can be obtained directly from the local district office of the FL Division of Alcoholic Beverages and Tobacco (DABT) for an annual fee.  Beer and wine licenses are relatively easy to obtain as long as the applicant qualifies and the location is approved by local zoning and health department or Division of Hotels and Restaurants. SFS licenses have special requirements including: square footage, number of patrons serving capability and must serve and maintain at least 51%+ in  food sales.  Service of full course meals must be available at all times alcoholic beverages  are being served and no package sales of alcoholic beverages are permitted. Full liquor Quota licenses must be acquired directly from an existing license-holder and are sold at market value. The market value is based on supply and demand for the county license of interest so the price can change weekly or even daily if there is a change in demand. Quota licenses are required for package/liquor stores, bars, pubs, nightclubs and for restaurants that would not qualify for an SFS license. They are specific to a  particular county only and can be moved from location to location within the designated county as long as zoning requirements are met. With this license, you can own and operate a liquor package store, lounge, nightclub/bar or restaurant with no restrictions on food sales, square footage or seating.
